By all indications, potential investors in Serbia are troubled by the  problems that we re brought to Serbia by the process of transition. A first in a series of such problems is the transformation of the land ownership, which is in the process of transition, changed from the system of being used to the ownership of the land. As stated by the Mayor of the town of Sabac, Mr. Milos Milosevic, the currently valid solutions regarding the conversion are not adequate and fully acceptable and therefore, in practice, local governments have a lot of trouble with this issue.

It can also be argued that the records of existing assets are incomplete and disordered, that the real estate cadaster as a service can and must be much more effective, as well as the whole system in one local government needs to be more efficient. But not because that is a legal standard and obligations, but because that is a normal and professional need.

The entire system of the local government that monitors each investment from the beginning at the moment of the purchase of assets, till the issuance of the occupancy permit of the built facility, must raise efficiency, must be subordinated to providing solutions for the problems, and the interests of the investor must be subordinated to every possible rapid legal solution to the problem that has ocured. Without this, the investors will not decide to come to the municipality where they are not confident that their interests can be satisfied in the best way.
